The Punjab Socio-Economic Registry (PSER) is hiring an experienced and visionary Chief Technology Officer (CTO) to lead the technological direction of its data driven operations. Qualifications Required
- Minimum 16 years of education in Information Technology, Computer Science, Software Engineering, or any related field.
- Degree must be from a HEC-recognized university (local or foreign).
Experience Requirements
- 10 years of professional experience in IT management.
- At least 5 years in a senior leadership role.
- Proven track record in managing large scale IT operations.
Key Skills
- Expertise in Big Data technologies, cluster computing, and architectural oversight.
- Strong command over IT governance, security, and operational management.
- Ability to lead cross functional technical teams including Software, Data, DevOps, and Infrastructure.

Job Responsibilities
The selected CTO will be responsible for:
- Defining and executing the technology roadmap aligned with organizational priorities.
- Leading cross departmental planning for software, data, DevOps, and infrastructure teams.
- Managing on premise infrastructure, backups, disaster recovery, and capacity planning.
- Overseeing budgeting, cost management, and resource allocation for the IT/MIS wing.
- Building partnerships with external vendors and government agencies for data integration.
- Ensuring platform security, compliance, and audit readiness.
- Governing API strategy, data integration frameworks, and ensuring secure SDLC practices.
- Monitoring platform KPIs: uptime, deployment success, defect rates, and accuracy.
